Gameplay

The actual gameplay has a simulation feel to it. The vehicles have a feel weighty. You can kick opponents Road Rash-style but the kick is almost completely pointless as it doesn't have any more effect than simply bumping them.
The feeling of speed is great once you get in first place and have only open road in front of you.
The jet ski levels are far less interesting. It's a typical, flat Mode 7 racer with no turns whatsoever. You just go straight.

Level Design

Two modes - motorcycles and jet skis. Motorcycle levels are much more interesting and fun to control since the terrains has hills and actual turns.

Theme

It's a generic racing game with a Road Rash competition theme of ex cons racing each other completely tacked on. I suspect the game was done before an exec decided combat needed to be added to spruce up the game.

Art Style

Lovely artwork that animates wellin the biking level. Nice framerate. The jet ski levels are less inspiring but not bad either.
The track and backgrounds are alright with some silly stuff like a Rocky Mountain vista while driving through Florida. Yeah

Audio

Not bad music. Absolutely no sound effects! Did someone forget to add those?
