Gameplay
Significantly better than this SNES version, but that's not saying much. That game was pretty much unplayable This one is barely passable.
The primary improvements are in the much faster movement and an ability to get inside of an enemy's hitbox to avoid a few hits. Enemies also take a few less hits to take down. It's still no fun to play but at least I got past the first screen in this version.
It's still impossible to defeat enemies when two or three show up together.
Can't attack while jumping.
Stupid restrictive time limits only add to the insane difficulty.
Attack animations are insanely long.
Level Design
Linear and mind numbingly repetitive.
Theme
I remember when this film came out. It was a meme before memes were a thing. It's like the Never-ending Story but with Schwarzenegger playing the part of... Uhh maybe that's not a good comparison. It's a dumb concept.
As it is the theme is just a brawler.
Art Style
Major step down from the SNES version. The parallax scrolling is less impressive and the game, like do many others, is dark and dreary. The sprites look unbelievably bad. It's that really supposed to be Arnold?! It looks like his True Lies costar Tom Arnold.
Audio
Horrible sound that repeats after 5 seconds. Terrible composition.
Sounds are just oofs of guys getting hit. Horrible all around
