Gameplay

Jump button and an interact button that allows you to pick up stuff.
You have NO means of attacking until you find and pick up a fire extinguisher which stuns the fireman briefly.
Objective is to collect 6 or 7 items and return them to the firetruck to complete level. However there's an oppressive time limit so good luck.
A big fireman walks around and one-hit kills you.
Climb stairs or fireman pole to move between levels in a roughly 5x2 screen.
Horrible controls. Massive lag and eaten inputs. Very difficult to interact with stairs (imagine Castlevania stairs but you have to be on a pixel-perfect spot to go up and down them). Also very difficult to pick up items.

Level Design

If the fireman gets between you and the stairs you're toast. You can hit him and you can get past him. It's like playing Pac-Man but the layout of the board has no alternate routes - it's four straight lines connected in the middle by a single column. You have to hope the fireman is on a different level from you.

Theme

Who would like this game? Ren & Stimpy fans will be disappointed because there's nothing gross or particularly R&S about it. Everyone else will be put off by the gameplay.

Art Style

Massive improvement over R&S 1 or any other THQ game for that matter.

Audio

Not terrible but nothing worth raving about either.
