Gameplay

Much faster gameplay. Many of the problems from the prequel still exist but this one feels more refined.

Art Style

Big improvement in animation but the backgrounds are inexplicably nerfed. Level two, for example, has a flat Rocky backdrop composed of two shades of brown. Yuck.
Sprites are smaller and look ok but could use some detail. This game came out the same year as TMNT IV and Streets of Rage 2 and looks really bad in comparison.

Audio

What an epic score! Tracks run the gamut of emotions, including a few melancholy tunes. Sound effects still aren't perfect but they're much better than the goofy prequel.

Includes an unbelievably annoying weight system, limiting both what you can carry and what your character can use as a weapon. If you’re overloaded, you are unable to move. After buying a few things at the weapons shop I thought the game was broken. I had to Google it and read about this weight mechanic. So stupid. It makes the game nigh unplayable. Even with a minimal inventory of a knife, a helm, and two food rations I could barely walk.
