Gameplay
They ditched their Madden-esque engine for a Tecmo Bowl style.
Play selection is more wide open than the first game but also harder to find what you want since it's just a long scrolling list of plays.
Slow movement.
Hike the ball and cycle through receivers to pick one, just like in TB. Noticeable lag makes it hard to pick the right receiver or hike the ball or really do anything. Ruins what otherwise would have been an okay football game.
Level Design
Exhibition and season modes. Can turn off penalties like the first game. Beginner, Normal, and Difficult difficult levels.
The absolute worst team select screen I've ever seen. Pressing right and left cycles through six different teams and up and down through another four for a total of 10 teams. It took me a little while to figure out that that's what was happening.
Theme
Still no NFL or NFLPA licenses. 10 generic city named teams. The gimmick in this game is the play-by-play announcer which must have been impressive at the time and honestly works pretty well.
Art Style
Extremely grainy graphics. Sprites are small and thin and because of the side view it's hard to find where to run between them. The grass and backgrounds is extremely pixelated and not very attractive.
Audio
The play-by-play is impressive and decent quality as well. The music is not good but can be disabled and the other noises are fine.
