Gameplay
One of the most satisfying throw moves ever in a brawler. Actually, two of the most satisfying.
Lots of fun as a 2P game.
Very clear indicator of when you will earn another life (kill counter).
The kill counter makes it legitimately fun to compete with another player "hey that was my kill!"
Very easy difficulty, especially in 2P. This is welcome since 1) it's a kids game and 2) it means you get to see as much of the game as you want on each playthrough.
Very responsive controls.
Repetitive gameplay, but that's par for the course with these games isn't it?
Mode 7 effects are put to good use both when throwing foot soldiers at the screen as well as in the F-Zero-esque "Neon Night-Riders" level.
Level Design
Throwing something toward the screen was done the previous year in Battletoads but it was perfected here.
About as good as it gets with a brawler. 10 levels with varying gimmicks. Environmental hazards are plentiful and give each level a distinct feel. The wrecking balls and King Kong-sized Krang from the first level are unforgettable, as are the stampeding dinosaurs, and the cannonballs and loose boards on the pirate ship.
Theme
Bosses stop the action to introduce themselves.
Interesting scripted moments like the animation of Bebop and Rocksteady crossing swords. Fun little details create a lot of character.
Matches the show very well in terms of tone, visuals, and sound.
Art Style
Wonderful animation. Each level has a distinct look with lots of details in the backgrounds.
Audio
Some of the best music and sound effects on the SNES. Superb stuff.
High quality voice samples introduce each level and are played when certain other events are triggered.
