Gameplay

Big improvement over the previous game. The controls are still floaty but much tighter. However, your speed varies greatly based because of slopes raning from painfully slow to blazing fast. The best strategy is to plod along slowly. Not many enemies but you have four kinds of guns to use which makes them a cinch to handle. Or you can bounce on their heads. Overally the platforming is decent, but unremarkable.
Six playable characters that have no unique abilities.

Level Design

Again, much improved from the original. The overhead sections are back although they're a little easier to navigate. You'll have to talk to specific people to trigger events that open up the platforming levels, so talk to everyone.
The platforming levels are ok, if uninspired. There's not a single original thought, but a lot fo the standard fare is here like moving platforms, falling platforms, hidden items behind false walls, etc.
The levels have strange, disconnected themes. They each feel like they're from a different game. Each level is fairly short and there are 25-30 of them.

Theme

An evil marshmello/toaster head guy is doing something evil. You play as the blue cat or one of 4 kids or a white time traveler cat who joins early on. It's wacky and has an Earthbound vibe to it. It's strange, but the weirdest part is the rogue gallery of bizzare enemies.

Art Style

Cute and colorful. Great animations. Backgrounds are lively and each zone has a distinct feel to it, althought ironically this creates a weird what-am-I-playing-now feeling.

Audio

I enjoyed the music, but I can't remember a single melody so it didn't impress.
